Small Works and Vendor List
As of July 1, 2024, Washington State has updated the small works process to include the establishment of a statewide small works contractor roster managed by the Municipal Research and Services Center (MRSC) per RCW 39.04.151 and RCW 39.04.152.
- Cowlitz 2 Fire & Rescue has adopted the statewide contractor and vendor rosters.
- To join the statewide rosters at no cost, please visit the MRSC website at https://mrscrosters.org/ and register your business.
- Choose Cowlitz 2 Fire & Rescue as an agency with whom you would like to do business and the email contact you provide will automatically receive invitations to bid when a project becomes available.
- Smaller projects and purchases that are under the cost threshold for the small works and vendor roster process will be communicated to contractors through email.
- Cowlitz 2 will rotate through area contractors and vendors who have a current license and are not debarred from working with government agencies.

- Business Name
- Contact email for invitations to quote
- Contact email for L&I intent & affidavit filing
- Contact email for invoicing and payments
General Public Work Information
Public Work is defined by RCW 39.04.010 and requires prevailing wages be paid to all employees who perform work. Certified payroll, intent, and affidavit must be submitted to WA State Department of Labor & Industries through the L&I online portal. Per RCW 39.04.350, you must complete your L&I online contractor training or be exempt from this requirement. In addition, please be aware that:
For ALL public works projects:
- Your quote must clearly acknowledge that prevailing wages will be paid to your employees.
- Prevailing wage rates for Cowlitz County can be found at https://secure.lni.wa.gov/wagelookup/
- The date quotes are requested will be the wage publication date (effective date)
Combined Form Projects:
- For projects under $5,000 without subcontractors and without progress payments, Cowlitz 2 will create a Combined Form for the project in the L&I portal.
- This is at no cost to the contractor.
Other Public Works Projects:
- Intent must be filed before work begins.
- Final payment will be made when affidavit has been filed and approved, per RCW 39.12.040
- For projects with progress billing, 5% or 10% retainage will be held and released with the final progress payment, pending affidavit approval, per RCW 60.28.011 and RCW 39.08.10
All projects over $35,000 before tax require a Notice of Completion and state agency approval (L&I, DOR, ESD) before retainage is released, per RCW 60.28.051
